Macro's options not available even after enabled

Hi! I'm looking for some help here, to enable the Macro's options. i'm need to record a macro but even after do enabling for Macros and after to enabling the "Developer bar" also, it is showed as not enabled. What can I do?

there are some Macro settings in the Trust Center that could be the reason.
