Locking A Row

Every row represents an onboarding workflow from start to finish.  I would like the row to lock when the very last cell of that row (Onboarding Complete) is selected.  Meaning to edit that row, you would have to uncomplete the last cell.  Is that possible?

@CloudVestor an example file would be helpful.  Your basic description might only be possible using VBA.  That said it might be possible that using data validation might work for you.  In the attached I created a mock set of steps and each has data validation rule that requires the cell below it to be blank and a custom error message to tell the user.
