Locking a excel spreadsheet

I am trying to find a way to lock an excel file because of HIPPA reasons.  Patient information etc.  I know there are a couple ways to lock/protect it but I want to be able to lock it and still have a billing team be able to view and edit it.  Whenever I try to lock it one way and enter the password it seems to not let anyone edit it.  Is there a way that I am not finding?  A little more info on this.  We have a manager that oversees a billing team.  The manager wants to lock it only for HIPPA reasons. Her team of 5+ people will need to be able to edit this daily.  Add columns and new rows.  Please help.  Thank you!
