Do you have the issue on a specific spreadsheet or is it buggy even with a blank spreadsheet?

Many users have reported issues with Excel 2016 while having the voice cortana activated "Hey Cortana". Something about shared resources. Even though you use Excel 2019, if you do have Cortana VA activated, you may want to give a try at deactivating it.
Next, you can open command prompt with elevated privilege and run "sfc /scannow" without the quotes.
If your issue is with a specific spreadsheet, it may be too large or you have some massive formulas. try disabling automatic calculation.
- Go to ‘File > Options > Formula’.
- Under ‘Workbook Calculation’, look for ‘Manual’ button and click on it.
- Uncheck ‘Recalculate Workbook Before Saving’, so you will need to press the F9 key to manually calculate the spreadsheet.
- Click OK.
