Is there a setting in protect to allow rows to be hidden after sheet has been protected

I want to protect a worksheet but still allow users to hide/show rows and columns - I can't see an obvious way to do this - is it possible?

When you protect the sheet, tick the check boxes 'Format columns' and 'Format rows'.
