Inserting a image into the header of an excel sheet seems to be broken. Tested on several different computers and all showed the same broken behaviour.
Steps to reproduce the issue:
- Create new Excel sheet
- Change view to page layout
- Switch prompt focus into header area and click the "Picture" toolbar button
- A "Insert Pictures" dialog pops up but it is not possible to make a selection (e.g. From a file), the buttons don't respond
Workaround - in offline mode it is possible to insert images into the header.
(Windows 10, Office 365)

Yep, this bug was introduced in a recent update. Hopefully, Microsoft will correct it soon.

This is also affecting Page Layout | Background. The workaround, as you mentioned, is to search for something with the Bing option, it will fail but give you the option to work offline. Choose yes and the browse window to pick a file from your computer opens.
