Insert sheet help

I am atrempting to add a sheet into my Excel spreadsheet. When I click on Home, then Insert, under that menu, I cannot select Insert Sheet - it is not highlighted. Also, the plus button at the bottom of my spreadsheet is also not highlighted. Am I limited as to the number of sheets that I can create in my spreadsheet? Thank you.

It seems that your workbook structure is protected

From the review tab --> click Protect Workbook from the changes group
