In the context menu of excel, the commands to insert and delete a row are gone, how to get it back?

Good day!
In an excel document, when I clicked on a row or column, the commands disappeared to insert a new row or set an existing one. Another document contains these commands. New documents also lack such buttons. They remained on the taskbar, but this is very inconvenient. Has anyone encountered such a problem? How do I return these functions to the context menu?
Office 365 license. Tried to restore the office of Microsoft funds. On another laptop with the same file all works fine.

There is no sheet/book protection.

check your worksheet. Does it have column labels all the way to the end to the right without any data in the columns? (eg you have reached the maximum number of columns)
The problem is solved: I just reinstall all Add-ins and all works fine.
File - Options - Add-ins
