IF/THEN

Hi Everyone, 

I am trying to create a  IF formula but I am having trouble. 

Essentially I am trying to tell clients that IF they have X amount of a product we can make Y amount of products out of it 

So for example recycling 3 mannequins we can make 1 panel and so on so 6 = 2 

Could anyone provide the formula do to this?
