IF Formula Help

Hello,

I need help trying to find a specific formula... In column A, I have many rows (450) of specific values, all unique... In column B, I have many rows (40,000) that has various values, some separated by comma. I am looking for a formula that would tell me if a value in column A is found in any cell in column B.

Example and ideal solution (column C) attached.

1) "Operational Pathways" won't match "Operation Pathways" - you'd need a fuzzy match add-in for that.

2) The "ideal results" in column C appear to show whether one of the strings in a cell in column B occurs in any cell in column A instead of the other way round...
