Ideas and Ideas Preview Doesn't work

The IDEAS feature should be on Home tab, however it is not there, I have added it to Quick Access Toolbar and tried using it but it isn't working.

I do not have access to the Ideas feature. When I run Office Updates the message says "You're up to date!" How can I get the Ideas option?
