Help I am trying to copy row based on a value.  I can't get any code to work.  Please help!

@tduff1460 Which rows, from where to where and based on which values?

I suspect that you want to split your sheet"CoPackers" by region NE, Mid-Atlantic etc. If that is the case, please consider to keep all your facilities in one sheet and create filters or custom views to display listings per region.
