how to make footer graphic go behind text in cells in excel - microsoft 365

I have been working for several hours trying to figure out (individually and with help from Microsoft customer service) how to get the text that is in the cells on my worksheet - that happen to be at the same level as the footer graphic I put into the worksheet - to show up.  I want an option to "send to back" on the graphic and I don't see any way to do that.  Neither did the CS agent, but he suggested I bring it to the community.

Reading your question reminded me of the "watermark" feature in Word. A quick search through Excel's help turned up this, which may be a way to accomplish what it sounds like you're seeking:
