How to keep all columns as Text importing from CSV

I have a .CSV file that starts with "sep=|" so that users can double-click on it into an Excel spreadsheet without using Data-> Import from Text. How can I stop Excel from transforming the columns into Date and Number formats? I want to keep all cells as Text.

As far as I know, there currently is no way to prevent Excel from interpreting the content of the CSV, unless you instruct your users to setup a query to import the csv in question. See: https://jkp-ads.com/articles/importtext.asp

If you have the option, you could turn on the Legacy Import Wizard for text.  In step 3 of the import, you'd set the columns as text.
