How are keyboard shortcuts set up?

I am having a problem with my Excel 2013 Build 13901.20400 "Click-to-run".

The windows version I am using is Windows 10 64-bit, Version 20H2, Build 19042.928 on a desktop PC.

 

Keystrokes I have been taking for granted are no longer working the same way. A simple arrow keypress should navigate me to the next cell. Instead the whole spreadsheet is moving around, with the active cell staying put. How do change this back to its old behaviour?

 

Despite my viewing videos online regarding how to change default keypresses, there appears to be no option to do this through Options and the ribbon, as appears to be suggested by others.

@paulking Perhaps you accidentally pressed on the scroll-lock key. Press it again to disable it.

That worked. I was hoping it would be something simple like that.
