Help with Conditional Formatting

I'm trying to create a spreadsheet to hold test data.

I'm trying to have a cell highlight red if no data has been entered, and the date is within 7 days of week ending date above.

Also, in the adjacent cell, highlight red if a date is entered in the first column and 3 days have passed.

Not clear what's required

if no data has been entered, and the date is within 7 days of week ending date above

NO DATA - in which column?

DATE - Date Sent or Date Received or both?

in the adjacent cell, - in which direction the adjacent cell?

and 3 days have passed. - passed from which date?
