Help with bucketing according to preferences

I need to be able to sort people into specific buckets based on their preferences. 

the trick is that after the first bucket "fills up" to capacity, i need to have the people sorted according to their second then third then fourht etc preferences.

Any help on how best to do this is appreciated.

Do you have a starter spreadsheet, something where you've at least put some effort into assembling the data on which to base this sorting? If you don't, please create one. Otherwise, you should realize you're asking us--volunteers all--to create the whole thing from scratch for you.  (Unless per chance somebody already has one they've done on their own.)

Help us help you by sharing a starting set of input data, using fake names, but indicating their first, second and third choices for whatever it is......

When you "open the full text editor," down at the bottom of the text area, above the "Post" button, you should see an area where you can drag and drop a spreadsheet. If that's not available to you, you can also put the file on OneDrive or GoogleDrive and paste a link here that grants access.
