It's the numerical value of 30 minutes. It appears they are deducting the lunch break and using the greater of 30 minutes or the actual time spent for lunch. But, that's just mathematically speaking - if the calculation is being used for payroll purposes, I couldn't tell you if such a calculation is correct according to any/all applicable laws/regulations.
