Having problem display conditional formating and time stamp on a shared excel sheet.

I've setup conditional formatting on a shared excel sheet where people can edit that file at the same time, but time stamp I setup to occur automatically when one of the column cell value is filled, it will not display on everyone’s spreadsheet and the highlighted rows supposed to highlight after the cut off time also is not display in the SharePoint version.  As the creator when I open the file, everything is there for me to view. 

 

Is there a way to make it appear on all the shared users' spreadsheet?  Please help.  Thank you.

The shared sheet is running on Window 10 Prof. plateform.
Microsoft Excel for Microsoft 365 MSO (16.0.14228.20216) 64-bit

As you can also read in the link, please add an Excel file (without sensitive data) and describe your plan on the basis of this.

Sorry for the inconvenience, but the more information is shared, the better and faster a suggested solution can be submitted.

Hi Marisal. It could be this as I have found problems with functionality when sharing sheets. When you share a sheet with someone it will open up in a browser. There is a button that says Open with Desktop App which is near the center just below the ribbon (easy to overlook) If they press this and close the browser when prompted all funtionality and formatting returns. I hope this helps :)
I think this sheet is protected. Could you post an unprotected sheet ? :)

Hi @Cambosity100, yes this is protected.  I do not want anyone to modify this sheet while entering the data.  I did test it out with unprotected as well and it is display the same.  I don't think it has to do with protected or unprotected.  

No it has nothing to do with being protected I was just curious about the time stamp for myself. No matter :) Please see my first post as I believe that may be the problem. :)
@Cambosity100 I already instruct my users to doing that, it was working when they first open up but then timestamp and highlight disappeared.

Here is the timestamp i have in mine, =IF(H3<>"",IF(I3<>"",I3,NOW()),"") for your reference.
Sorry I was no use. I am at a loss. :( Thankyou for the formula. Maybe someone like Sergei could help ? He is a very regular problem solver in the community. I hope you find the answer :)
