GENERATED ID GETTING GETTING DEDUCTED

I HAVE THIS PROBLEM WITH MY PROJECT.

I created a unique ID in excel with this code:

but whenever 99,&999 comes the zero (0) is being deducted like the picture below.

I'm wondering if what is the problem with my code

There is no problem with the formula. It is executing it correctly, but perhaps with the logic.
Here's an alternative formula you may try:
=TEXT(ROW()-1,"LU000000")
