formulas for date&time in a cell

Can someone help with a formula for date&time in excel cell? Goal= enter date and current time stamp will populate and not change.

To insert Date and Time in a single cell, press CTRL+; (semi colon). Then, press space bar on your keyboard and execute CTRL+SHIFT+; (semi colon)

=NOW() function will return Date and Time (which is volatile)

Is this formula dynamic or static
Static meaning it will update when you open the tab or file bext time.

Can you tell us the formula for dynamic if the is formula used for static. Kind regards
