formula

I need help making this formula true, 

basically I want it to say that if the "i" cell is equal to or greater then 0.6 to pull the "h" cell into "k" cell AND if "i" is equal to or less then -0.6 to pull "h" into k, I got it to work for positive numbers but cant seem to get it to work for my negative numbers, I have attached a picture
