Thank you for the file. Not sure I understood you correctly

Perhaps you mean column H, not column G and empty cells in column B instead of <00/01/1900.

Variant of formula is

=IF(H3>1, "Complete",
  IF(B3>1,"Issued for pricing",
          "Requisition not received")
)
