You don't do that with a formula.
Select the column by clicking on its column header.
Press F5 or Ctrl+G to activate the Go To dialog.
Select Blanks, then click OK.
On the Home tab of the ribbon, in the Cells group, click Delete > Delete Sheet Rows.
