Can anyone help.... i need to create a formula to show the total number of those with 2022, 2023 or blank. Im assuming an IF formula but cant work it out

I want to have a total generated at the bottom (whole number) for those who had tests 2022, 2023 or blank. This will then provide a total of what is currently "overdue"
