Form Controls unavailable in Excel version 16.35(Mac)

Form Controls (check boxes and drop downs) are not appearing when opening a XLSM file in Excel version 16.35 (Mac). The drop downs are simply not there while cells where check boxes were located have all be replaced by the text "TRUE." 

I've been editing the file in Excel version 16.0.12 (PC) and can confirm these are Form Controls and not ActiveX Controls. Also of note, the file functions as expected when using Excel version 16.16.22 (Mac). Going back to the Excel version 16.35 (Mac) I can confirm that the developer tab is visible and the VBA module can be accessed.

Is there some setting that needs to be enabled?

Update: I guess this is also an important piece of info. The worksheet had some cells locked and protected with a password. With those removed, the Form Controls now appear in version 16.35 and everything functions as intended.
