flying leap? double click boarder jumps me to other cells

Hello,
When I double click the top board of a cell I get moved up to the top of the spreadhseet, when I double click the bottom board of a cell I get moved down my spreadsheet. How do I turn this off?

It could be disabled here

but that disables fill handle as well

@tom-65 This is an extraordinarily old problem with Excel, dating back to at least 2006.

Here's just one of several UserVoice threads, from Microsoft's previous system for collecting user feedback, that accumulated 183 votes and some really wonderfully well-written heartfelt comments about the amount of mental anguish caused by this "feature".  I wish the Wayback Machine had a copy of all of the pages of comments instead of just the first page!
