Filter command returning N/A after source data is changed

I've recently started using a filter formula to return specific data from another worksheet.  It seems to be working fine in returning what I want.  I've noticed that after the source data changes, rows that originally had the data that was changed (and no longer applicable to the filter) return a "N/A".  Wouldn't the filter adjust the results only for what was requested from the array, and no longer need to return anything in those rows?  Once I delete the entire range that had the original filter data, and paste the same formula back in, it only returns the requested results and not the rows that had "N/A".  Formula being used is  =FILTER(FILTER('GF Summary'!A7:M40,'GF Summary'!B7:B40="Open",""),{1,0,0,1,1,0,0,1,0,1,0,0,1}).  Thanks
