Since you haven't replied for 4 days, I will make the assumption that the value of b is in cell B14. The formula would be
=IF(B11<0,SQRT(1+B11^2)/(5*B11-1),IF(B11<=2,COS(2*B11)/((B11+1)^2)+0.1*B11,ABS($B$14-B11)^0.25))
