exporting, importing and changing csv files in Excel 2016 to use them later in Outlook 2016

hi,
I am trying to make changes and corrections in my agenda stored in Outlook 2016 via Excel.
Once exported data into a CSV file (HRO3a.csv), I split data into columns and save it as a csv utf-8 file (HRO3b.csv). Then I correct data and save it again as a csv utf-8 file (HRO3c.csv).
However, when I try to import the data once corrected into Outlook, it does not recognise any of the columns.
Any suggestions?

Solved via regional settings, changing decimal separator
