How to do it? Set the cell format so that the numbers from the interval [-10; 10] are displayed in green, from the interval (-10; 500] - in red, and the rest in blue

I believe your second criteria must be (11 : 500 ), if this is the case you can use conditional formatting to achieve your requirement. You may apply below conditions:
