When trying to format a cell in an existing Excel worksheet the formatting does not change to chosen

Often, that means that the type of the cell value is text, despite appearances.
The cell format does not matter. And looks can be deceiving.
Use formulas of the form =ISTEXT(A1) to determine if the type of the cell value is text.
