I started a worksheet with several rows.  How do I create a new series of rows below the existing ones where the columns can be resized separate from the top rows.

@Leonardus_1946 Highlight the rows you want to resize, not the cells but the rows and change the size of one of those which will change the size of all highlighted rows.

 

So if I highlight 6-10 and then go back while highlighted and change 10's size that will take on 6-10.

@Francisco_M No that is not what I meant.

Looking at my sheet I resized rows 1 to 23.  Starting at row 26, I like the columns to fit the cell "Member", "Shop", "Home Phone" etc etc, without affecting row 1 to 23.  The result should be that heading "Member", cell 26 AB, is a lot smaller and correspond with the member's name "Allen Douglas".
