Excel spreadsheet 'subscription' service

In my company, the cost tracking lead within finance loads in the hours of hundreds of employees by projects worked for any given week.  The sheet housing all the hours is then sent to all interested parties each week by email.    In a past company, I pinned the sheet to my excel start up window and that sheet auto updated each time I clicked on the sheet to open.  I did not need a weekly email distro from the cost track lead.  

What is that process called and how is it set up?
