Excel - secondary axis

Using excel v 16.54 for Mac

I am trying to create a secondary axis for a graph.

I have followed the instructions in Help.

The "Add Chart Element" does not provide a secondary axis option.

How should I add it that might be different from the instructions provided?

Could you attach a small sample workbook without sensitive date that demonstrates the problem?
