Excel Row Array Help

I'm trying to follow a tutorial where after creating a table, you can add a formula with =row(table). It then automatically creates a list of all the active rows of the table. Apparently this is a feature that is not  working for the 2016 version of excel. Some users are able to combine ctrl + shift + enter, and this works for them. Nothing is working for me. What's the workaround to be able to access that feature in excel?

=ROW(Table1)

shall work in 2016 with Ctrl+Shift+Enter formula entered. In formula bar after that it shall be rounded with {}. No other workarounds.
