In Excel data I have a colunn that has 3.5 and whole numbers.  I need them to stay as they are, but when I do a number custom format it changes 3.5 to 4.  How do I fix that.  I do not need another digit!!!

why not use GENERAL? you can also use number with 1 decimal place which will make your whole numbers 2.0 instead of 2 or you can use 0.? format in custom which will only add the .5 if it is there but the whole numbers will become 4. instead of just 4
