EXCEL or system setting 1000 point setting

Under Office 2016 under standard settings the 1000 point setting for me in Austria is ".".

Under Office 2021 the standard setting is " ". How can I change this?

It shall be in regional setting of your OS (Windows, Mac, have no idea on which platform you are)

I searched through the settings üart but I did not find any relevant setting there!
