When I try and get Help with my Excel spreadsheets I get this message
I am the account holder and there is no organization or administrator. How can I get Help by choosing the Help button?

Thus that's you are an administrator. Try to change the settings according to instruction here "Your organizations administrator turned off the service required - Microsoft Community

I am not allowed to do that action. the check boxes are greyed out.

Any of such settings is in the registry. Any could be changed from user interface, if available, by policies or directly in register. The only problem is to know where and how.
