Excel formula to find the specific data from a column that contains othe value in a specific column.

Hi everone

Apologies in advance for such a simple question. I am having a brain blank

Data set is historic records for users with a unique ID that I want to bring over to another tab in transpose form with r. I have a unique user ID for each user and I want to find the unique data for each code.

The goal is to extract the "specific code" from the "earncd" column. and the GRS_ytd for such.   

I tried Index and vlookup nested formula.. but must not have it correct.

I'd use a pivot table in table layout - see the attached version.
