Excel Formula Help

Hi, I am looking for some help on writing a formula. I am trying to create a formula that will look at a cell in a different sheet and if it contains a "1" then it will return the text from another cell in the same sheet to my other overview sheet. 

Currently I wrote: 

=IF('Forward Plan 5,7,3 yrs'!O4=1,'Forward Plan 5,7,3 yrs'!B4,"")

but it is returning blanks and I have to scroll all the way down the sheet to see the text. 

Any advice? Sorry might not be the best at explaining!

Why not upload a sample workbook after removing any sensitive data so that it would be easy to visualize what exactly you are trying to achieve?

If required, mock up the desired output manually and then explain the logic behind the desired output.
