Excel entering cells in hour format so they can be totaled as total hours and minutes

I have a spreadsheet started and most of it is working fine. Within the body I have several cells that will not let me enter hours and minutes in the h:mm format. It keeps giving me a message saying that it has to be in decimal format. I have deleted format and I have deleted entire column and copied one that seems to be working. Nothing is working for a few cells here and there throughout the spreadsheet.

Select such a cell.

On the Data tab of the ribbon, in the Data Tools group, click Data Validation.

Do you see a restriction there?

I think that might be the fix. It said "decimal". So I looked at one that was working and it said "any value" and that works! Thank you!
