After converting to Office 365, I can't find the editing ruler with an Excel document.
In Office 2016, I was able to have a vertical ruler line follow along with my editing the document.

Make sure that you are in Page Layout view, then make sure that the Ruler check box on the View tab of the ribbon is ticked.
