excel data

i have two correlating charts with data and i would like to exclude data that is not between the numbers 50 or 4000. Is tried it with conditional formatting (i translated this) and then the highlighting rules, but that does not exclude my not needed numbers, it only highlights the good ones and i would like the wrong ones deleted.

After this i would like to scatter the data but i have some dots in my data, like: 112.25. I think when i scatter it like this, excel sees the 112.25 as a zero somehow. Is there a way i can make the dots to comma's or a way that excel doesn't count them as zero's.
