Excel 16 & 19 - New Workbook

%3CLINGO-SUB%20id%3D%22lingo-sub-1639593%22%20slang%3D%22en-US%22%3EExcel%2016%20%26amp%3B%2019%20-%20New%20Workbook%3C%2FLINGO-SUB%3E%3CLINGO-BODY%20id%3D%22lingo-body-1639593%22%20slang%3D%22en-US%22%3E%3CP%3EIf%20I%20click%20on%20the%20Excel%20icon%20to%20open%20a%20new%20workbook%20when%20another%20workbook%20is%20already%20is%20open%2C%20the%20new%20workbook%20has%20many%20of%20my%20custom%20template's%20changes%20but%20not%20all%20of%20them.%26nbsp%3B%20As%20a%20result%2C%20the%20new%20workbook%20will%20need%20to%20be%20changed%20to%20conform%20to%20the%20custom%20one.%26nbsp%3B%20This%20does%20not%20happen%20when%20I%20open%20a%20new%20workbook%20using%20Ctrl%2BN.%26nbsp%3B%20What%20is%20causing%20this%20problem%20and%20can%20it%20be%20fixed%3F%3C%2FP%3E%3C%2FLINGO-BODY%3E%3CLINGO-LABS%20id%3D%22lingo-labs-1639593%22%20slang%3D%22en-US%22%3E%3CLINGO-LABEL%3EExcel%3C%2FLINGO-LABEL%3E%3C%2FLINGO-LABS%3E

If I click on the Excel icon to open a new workbook when another workbook is already is open, the new workbook has many of my custom template's changes but not all of them.  As a result, the new workbook will need to be changed to conform to the custom one.  This does not happen when I open a new workbook using Ctrl+N.  What is causing this problem and can it be fixed?
