Equation Problem

I am using this equation. But in this equation I want use K1 and L1 as data. But excel is reading them as cell. What can I do?

What exactly do you mean by "I want use K1 and L1 as data"?

Does

=IF(D2>=$K$1,2017,IF(D2>=$L$1,2018,""))

do what you want?
