I know how to create drop down lists on excel but if there a way I can have the drop down lists and also type in amounts too?

I don't think so, and it really wouldn't be a good idea even if you could. Assuming you're talking of drop down of some text value, you wouldn't want to mix those with numeric values if you're then doing anything with them. And to have mixed values in the same field is generally not a good idea either.

 

Having said that, why don't you describe more fully what it is that you're creating and why you're asking for this capability. Maybe somebody here can come up with a better way to accomplish that goal.

Yes you can.

 

In the Data Validation window you can change the Error Alert to Warning or Information

I've used this technique in the past to discourage the wrong input but allow inputs where the validation list was incomplete.  The warning is a good option as you can say "ARE YOU REALLY SURE?   Please inform XYZ that you are adding an item outside the validation list"
