Maybe I'm missing the obvious, but it's not at all clear to me what the basis is for saying those are "partial duplicates." 

• The AP prefix in the Factory Number would apply to the final entry as well
• and from the Description column only the "Set Stickers" text would be partial duplicates

So what am I missing? You can't write a rule for conditional formatting if the basis for the rule isn't clear.
