Data validation lists always without duplicates

Hi,

My excel shows always data validation lists without duplicates, some coworkers get data validations list with duplicates as default and they have chance to use formulas as UNIQUE to obtain data validation lists without duplicates but I work always whit no duplicates. I have not chance to work in another way.

How can I fix that?
