@olgaro I have the same problem. This is driving me crazy, I've literally never been so incapacitated in my work before.
Ctrl+Shift+Left and Right are working as expected, but not up and down.
I have
- closed each and every tool that could be using hotkeys
- made sure that Transitional/Alternate Navigation Keys under Lotus Compatibility is off
- checked that every key and combination of the keys involved are working as expected in other software
- checked that other hotkeys that use the ctrl+shift combination are working in Excel
- checked that scroll lock is off (which has another effect altogether)
